The City of York Department of Economic and Community Development is launching the 3E grant program geared at helping small businesses improve operational capacity through education, empowerment, and enhancement.

CDBG funds must be used to meet at least one of the following federal objectives: Benefit to low and moderate-income persons; prevention or elimination of blight; and urgent need.
