Development Proposals Due: Friday, November 4, 2011 no later than 12:00 p.m. E.S.T.

The City of York Redevelopment Authority is soliciting proposals for design re-uses for 594-596 West Princess Street, which formerly had a nuisance bar on the first floor. Originally constructed in 1882, this corner structure has six single residency units on the second floor. According to current York County tax records, the assessed value of this 6,012 square foot, three-story structure is $90,460 (i.e., $14,590 for land and $75,470 for building). The parcel identification number is 09-225-06-0020.00-00000. Please

Since this is a key structure in the Salem Square Redevelopment Area, a partnership between the YMCA, the City of York, the Salem Square Neighborhood Association, and faith-based institutions, the Redevelopment Authority is seeking a design re-use plan that accommodates anchor tenants and uses in the neighborhood -- tenants and uses that build neighborhood trust, communication, solidarity, and pride.

KING STREET PARKING GARAGE REPAIRS - 2011
 
Sealed bids for the King Street Parking Garage Repairs will be received by the City of York General Authority at the Office of Business Administration Attention: Michael O’Rourke, Esq., 50 West King Street, York, PA 17401 on Thursday June 23rd, 2011 until 2:00 p.m. local prevailing time; at which time and place, said bids will be publicly opened and read aloud. The Owner assumes no responsibility for bids mailed but not received.
Bids will be received for the following contracts:
King Street Garage Repairs - 2011
 
A pre-bid conference will be held at 10:00 am local time on Tuesday July 7, 2011, at the King Street Parking Garage at 15 West King Street, York, PA 17401. Representatives of the Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and to participate in the conference.  Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference.
The Contract Documents for the King Street Garage Repairs – 2011, will be available electronically in PDF format via CD for pickup or delivery after June 2nd at the office of Carl Walker, Inc, 6 North Broad Street, Suite 320 in Woodbury, NJ 08096. Potential bidders shall schedule to pickup CD 24 hours in advance or can request to have a CD shipped from Ms. Brigette Grant at Carl Walker, Inc. (856-579-1511) by next business day. There will be a non-refundable cost of $25 for each CD containing PDF files of the contract documents, make checks payable to Carl Walker, Inc. Only bidders receiving the contract documents through this process will be on record to receive Addenda.
Each bidder must deposit, with the bid, Security in the amount of 5% of the bid and subject to the conditions provided in the Instructions to Bidders.
The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workmen employed on this project, are incorporated in the Contract Documents. 
Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project.
All bids shall remain irrevocable for sixty days after the actual date of the opening.

Separate Prime bids for Renovations to 101 South George Street

REQUEST FOR SEALED BIDS

Sealed Separate Prime bids for General Construction, Plumbing Construction, Mechanical Construction, and Electrical Construction Work for Renovations to 101 South George Street, York Pennsylvania, will be received by the York City Department of Public Works at One Marketway West, third floor, York, PA no later than 10:00 AM, prevailing time, on Tuesday, August 9, 2011, at which time all bids received will be opened and read aloud.

Sealed bids for Existing Furniture Inventory & Analysis, Relocation Layout and Installation, to be performed in coordination with the above referenced construction work at 101 South George Street, York Pennsylvania, will be received by the York City Department of Public Works at One Marketway West, third floor, York, PA no later than 10:15 AM, prevailing time, on Tuesday, August 9, 2011, at which time all bids received will be opened and read aloud.

The following apply, as applicable, to all bids:

Digital copies of the specifications and other bidding documents, and printed copies of the required bid forms, for all five separate bidding packages are on file and open to public inspection, and may be procured during regular business hours, at Murphy & Dittenhafer, Inc., 226 West Market Street, York, PA 17401, upon payment of a $25.00 non-refundable fee for each CD and set of forms. Make checks payable to Murphy & Dittenhafer, Inc. Contractors must be registered with Murphy & Dittenhafer, Inc. in order to be considered a qualified bidder, and to receive addenda and other project bidding information.

Copies of the Drawings and Project Manual may also be on file and open to public inspection at the Mid-Atlantic Builders Exchange, 2501 North Front Street, Harrisburg, PA 17110; McGraw-Hill Construction/Dodge 412.462.3250; Reed Construction Data, Inc. 800.436.3201, and the York City Department of Public Works office.

Bids may not be withdrawn for a period of sixty (60) days from the date of receipt of bids.

Bids must be accompanied by bid security submitted in the form of either a certified check, or bank cashier's check or bid bond executed by an acceptable surety company, and in an amount equal to 10% of the BASE BID.

A Pre-Bid conference will be held at the Project Site located at 101 South George Street, York Pennsylvania on Wednesday July 27, 2011 at 10:00 AM. Following the Pre-Bid conference, a tour of the existing building to be renovated will be conducted by the Owner/Architect.  Arrangements for additional site visits will be addressed during the meeting.

General, Plumbing, Mechanical, and Electrical Construction Work shall commence within ten (10) days of Notice to Proceed and be completed in one hundred fifty (150) calendar days. Existing Furniture Inventory & Analysis, Relocation Layout and Installation shall coordinate with and complete within the same schedule.

The work is subject to provisions of the Pennsylvania Prevailing Wage Act when Contract value exceeds the threshold limit.

The successful bidder/s must enter into an Agreement, furnish Labor and Material Payments Bonds and Performance Bonds (each in the amount of 100% of the bid), and evidence of required insurance; within ten (10) days after receipt of the notice of acceptance of the proposal by the York City Department of Public Works; all as more specifically set forth in the Contract Documents.

The Owner reserves the right to waive any informality, irregularities, defects, errors or incorrect submissions or reject any, or all, bids, or any part thereof.

301 East Philadelphia Street HVAC Renovations

INVITATION TO BID

Sealed bids will be received by the City of York until 3:00P.M. prevailing time on August 9, 2011, for 301 East Philadelphia Street HVAC Renovations.Bids shall be on a stipulated sumbasis for a separate HVAC and Electrical contract. Associated plumbing and general construction work shall be bid as subcontracts to the HVAC contract.

The Work consists of replacement of the existing HVAC systems, associated electrical and general construction work, and an electrical service upgrade.

The Project shall be substantially completed by November 21, 2011.

Electronic copies of the Bidding Documents may be secured on, or after, July 19, 2011, from the Engineer’s FTP website. Interested bidders shall contact the Engineer for FTP site access information. Bidders may purchase additional sets of documents from the Engineer at the Engineer's billing rate, non?refundable. Bidding Documents may be examined at the office of the Engineer and Mid-Atlantic BX.

Anon- mandatorypre-bid meeting will be held at 3:00 P.M., on July 26, 2011 at the site at 301 East Philadelphia Street, York, Pennsylvania.

Notice is given that the Project is subject to the following applicable provisions:
The Pennsylvania Human Relations Act No. 222?1955, P.L. 744, as amended and supplemented.
The Pennsylvania Prevailing Wage Act No. 442?1961, P.L. 987, as amended and supplemented.
Bids shall be accompanied by a certified check, bank cashier's or treasurer's checkorbid bondpayable to Owner in an amount not less than ten percent of the Bid price.

Upon written notice from Owner that it intends to accept a Bidder's proposal, the apparent Successful Bidder will be required to furnish to Owner, a Performance Bond and a separate Payment Bond, each in the amount of one hundred (100) percent of the Bid as required by the "Public Works Contractor's Bond Law of 1967" and in the forms incorporated in the Bidding Documents.

City of Yorkreserves the right to reject any or all bids and waive, at his discretion, any or all irregularities, mistakes, omissions, or informalities relative thereto.
