CALL TO ORDER:  City Council convened in a General Committee meeting on April 2, 2013 at 6:30 p.m. in Council Chambers, 101 S. George St., York, PA, to receive general public comment, with the following Council members present: David Satterlee, Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
GENERAL PUBLIC COMMENT
 
Jeremy Holtzapple, York, PA, questioned why all RDA properties were not listed online. He then complained of a dog running loose in the 300 block of S. George St., and questioned vehicles being driven outside of the city limits.
 
Craig Smith, York, PA, asked for an update on the collection efforts for delinquent sewer and refuse accounts. 
 
There being no further public comment, President Hill-Evans adjourned the General Committee meeting and convened in Legislative Session at 7:00 p.m., in Council Chambers, 101 S. George St., York, PA, with the following members present: David Satterlee, Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
Members of the Administration in attendance included: Assistant Solicitor Don Hoyt.
 
Members of York City Council staff in attendance included:  Dianna L. Thompson-Mitchell, City Clerk.
 
Pledge of Allegiance: The Pledge of Allegiance was recited. 
 
Approval of Minutes: Council dispensed with the reading of the Minutes of March 19, 2013 and unanimously approved them as written.
 
Correspondence and Announcements: President Hill-Evans read correspondence and announcements.

COMMITTEE MEETINGS SCHEDULED
 
Committee Work Session: Scheduled for April 24, 2013 at 6:00 p.m. in Council Chambers to discuss items for the May legislative agenda.
           
 
STATUS OF PRIOR COMMITTEE REFERRALS 
 
Economic & Community Development Committee – Renee S. Nelson, Chair: The landowner curative map amendment submitted by York Building Products has been WITHDRAWN at the request of the applicant. (Read letter)
 
Fire Committee - Henry Hay Nixon, Chair: A Bill amending the Fire Prevention Code of the Codified Ordinances to phase out the requirement for connection to the city's gamewell system was further discussed at Council's March 27th committee meeting and remains in committee. (View)

NEW BUSINESS
 
Resolution No. 22, Session 2013, (View) A Resolution appointing Attorney Jason R. Sabol as a full-time York City Assistant Solicitor effective April 2, 2013, was introduced by Helfrich, read at length, and on motion of Helfrich, seconded by Nixon, Resolution No. 22 came up for discussion.
 
Craig Smith, York City resident, asked if this position already existed. Councilman Helfrich replied that this was an existing position with a starting salary of $68,000 which is $10,000 less than what the previous assistant solicitor was getting paid. 
 
Assistant Solicitor Hoyt took a moment to formally introduce Attorney Sabol. Mr. Sabol introduced his wife and said he is looking forward to working for the city.
 
There being no further discussion, Resolution No. 22 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Nelson, Hill-Evans – 5; Nays – 0.
 
Resolution No. 23, Session 2013, (View) A Resolution approving the following reappointments: Tom Anthony as a member of the Construction Board of Adjustment and Appeals, which term shall expire March 1, 2016; Don Hake as a member of the Nuisance Abatement Board of Appeals, which term shall expire April 1, 2016; Noreen Freeland as an alternate member of the Nuisance Abatement Board of Appeals, which term shall expire April 1, 2014; and Sandy Walker as a member of the Vacant Property Review Committee, which term shall    expire March 1, 2016, was introduced by Hill-Evans, read at length, and on motion of Hill-Evans, seconded by Helfrich, Resolution No. 23 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Nelson, Hill-Evans – 5; Nays – 0.
 
Resolution No. 24, Session 2013, (View) A Resolution authorizing an agreement with Garland/DBS, Inc. in the amount of $97,425.00 to replace 3 roofs at the WWTP, was introduced by Satterlee, read at length, and on motion of Satterlee, seconded by Nixon, Resolution No. 24 came up for discussion.
 
Councilman Helfrich said this resolution was discussed at Council's March committee meeting and that the city's portion is about $52,000 with the York City Sewer Authority paying the remaining balance. 
 
Councilman Satterlee added that the city was able to save dollars going through the U.S. Communities government purchasing cooperative program.
 
Jeremy Holtzapple, York City resident, felt the cost was extremely high for 3 roofs and felt we were basically being penalized because we only need small roofs replaced.
 
Councilman Helfrich said he feels Mr. Holtzapple's comment is valid. He questioned how effective the committee structure is when there are no Directors present during the legislative session to answer questions from residents who were unable to attend the committee meeting. He suggested that Council invite the Directors back to our legislative sessions. 
 
There being no further discussion, Resolution No. 24 passed by the following vote: Yeas – Nixon, Satterlee, Nelson, Hill-Evans – 4; Nays – Helfrich – 1.
 
Resolution No. 25, Session 2013, (View) A Resolution authorizing a conditional offer of employment as a probationary firefighter to Brandon Sawyer and if Mr. Sawyer does not meet stated conditions, then the offer shall be made to the next qualified applicant on the Fire Civil Service eligibility list, was introduced by Nixon, read at length, and on motion of Nixon, seconded by Helfrich, Resolution No. 25 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Nelson, Hill-Evans – 5; Nays – 0.
 
REQUESTS FOR FUTURE MEETINGS: None
 
 
COUNCIL COMMENT
 
President Hill-Evans encouraged residents to attend Council committee meetings.
 
Councilman Helfrich invited residents to take part in the citywide cleanup initiative and the Farquhar Park tree planting event.
 
Vice President Nixon announced Daffodil Day, which is being sponsored by the Avenues Neighborhood Association. He said they have plenty of activities scheduled for the event. He then relayed that he has been in touch with North York and West York Boroughs to explore interest in regionalization.
