City Council Meeting Minutes

December 4, 2012

 

CALL TO ORDER:  City Council convened in a General Committee meeting on December 4, 2012 at 6:30 p.m. in Council Chambers, 101 S. George St., York, PA, to receive general public comment, with the following Council members present: David Satterlee, Michael Ray Helfrich, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
GENERAL PUBLIC COMMENT
 
Jerome and Bennie Carter, York City Coalition Against Violence, spoke against the recent string of violence occurring in the city. Mr. Jerome Carter announced that they plan to stand outside of the police station this Saturday at 3:00 p.m. to show support for our police and to take a stand against violence. The public is invited to participate.  
 
There being no further public comment, President Hill-Evans adjourned the General Committee meeting and convened in Legislative Session at 7:00 p.m., in Council Chambers, 101 S. George St., York, PA, with the following members present: David Satterlee, Michael Ray Helfrich, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
Members of the Administration in attendance included: Jim Gross, Director of Public Works. Also present was Assistant Solicitor Mark Elion.
 
Members of York City Council staff in attendance included:  Dianna L. Thompson-Mitchell, City Clerk.
 
Pledge of Allegiance: The Pledge of Allegiance was recited. 
 
Approval of Minutes: Council dispensed with the reading of the Minutes of November 20, 2012 and unanimously approved them as written by the following vote: Yeas – Helfrich, Nixon, Satterlee, Hill-Evans – 4; Nays – 0.
 
Correspondence and Announcements: None
 
PRESENTATIONS
 
Vice President Nixon introduced Philip Palandro, Director, York County Veterans Affairs, and then presented him with a proclamation declaring December 7, 2012 at Pearl Harbor Remembrance Day in the City of York. Read Proclamation) Mr. Palandro accepted the proclamation and thanked all the men and women who fought and died for our country and he applauded Council for recognizing our soldiers. (
 
 
COMMITTEE MEETINGS SCHEDULED
 
Budget Meeting: Scheduled for Thursday, December 6, 2012 at 6:00 p.m. in Council Chambers. (Schedule) Council will hear from the Human Relations Commission; Business Administration – All Divisions & Bureaus; Fire Department – All Divisions and Bureaus; and Police Department – All Divisions & Bureaus; Followed by Public Comment.

Committee Work Session: Scheduled for Tuesday, December 11, 2012 at 6:30 p.m. in Council Chambers to discuss items for January's (2013) legislative agenda.

Resolution No. 127, Session 2012, (View) A Resolution appointing and reappointing members to various boards and authorities, was introduced by Hill-Evans, read at length, and on motion of Hill-Evans, seconded by Nixon, Resolution No. 127 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Hill-Evans – 4; Nays – 0.
 
Resolution No. 128, Session 2012, (View) A Resolution authorizing an agreement with Met-Ed for installation of three streetlights (412, 438 & 506 N. Beaver St.), was introduced by Satterlee, read at length, and on motion of Satterlee, seconded by Nixon, Resolution No. 128 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Hill-Evans – 4; Nays – 0.
 
Resolution No. 129, Session 2012, (View) A Resolution awarding a contract to Fibertech Communications, Inc. in the amount of $199,995.00 for IT services for the Police Station Renovation Project, was introduced by Satterlee, read at length, and on motion of Satterlee, seconded by Helfrich, Resolution No. 129 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Hill-Evans – 4; Nays – 0.
 
Resolution No. 130, Session 2012, (View) A Resolution awarding contract for biosolids disposal to Synagro Centeral, LLC, in the amount of $382,800.00, was introduced by Satterlee, read at length, and on motion of Satterlee, seconded by Nixon, Resolution No. 130 passed by the following vote: Yeas – Nixon, Satterlee, Hill-Evans – 3; Nays – Helfrich – 1. Councilman Helfrich said he could not support this Resolution because it goes against his ethics and work with the Lower Susquehanna River Keepers.  
 
Resolution No. 131, Session 2012, (View) A Resolution authorizing a budget transfer for the Police Department in the amount of $16,000.00 for uniforms, vehicle parts, and miscellaneous supplies, was introduced by Nixon, read at length, and on motion of Nixon, seconded by Helfrich, Resolution No. 131 came up for discussion.
 
Vice President Nixon read a memo from Captain Russ Tschopp in which Captain Tschopp explained that the vehicle expenses were previously explained to Council. However, to elaborate on the proposed budget transfer for uniforms, he said this is necessary for the police department as the funded amount in this line item has been unchanged for the past four years. He explained that years 2010-2011 expenditures exceeded the approved amount budgeted for uniforms but they were able to transfer money from other accounts. Following the hiring of three new officers, the police department will have to spend an average of $1,500 per officer to outfit them with necessary uniforms, equipment and supplies and a large portion of the money in this line item is contractually obligated and funds are nearly exhausted. Additionally, they incurred miscellaneous expenditures related to the police station renovation project in that storage boxes, packing materials, etc. were purchased to accommodate the project.
 
There being no further discussion, Resolution No. 131 passed by the following vote: Yeas – Helfrich, Nixon, Satterlee, Hill-Evans – 4; Nays – 0.
