City Council Meeting Minutes

October 16, 2012

 

CALL TO ORDER:  City Council convened in a General Committee meeting on October 16, 2012 at 6:30 p.m. in Council Chambers, 101 S. George St., York, PA, to receive general public comment, with the following Council members present: Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
GENERAL PUBLIC COMMENT
 
Leo Lunger said he didn't know anything about the Council vacancy and is confused about the 30 day process in filling the vacancy. He feels the 30-day law should be changed. 
 
Manuel Gomez discussed the mobile license plate scanner system. He said he has yet to see a policy governing the usage of this device. Mr. Gomez said he wants to ensure the privacy of our residents. Next, Mr. Gomez discussed the Council vacancy selection process and said the process should be completely open to the public to allow full disclosure.
 
Richard Klinedinst spoke about his wife being mugged in broad daylight on the Market St. bridge. He said that incident really shook him up. He encouraged residents to do what they can to help make York a better place to live. 
 
There being no further public comment, President Hill-Evans adjourned the General Committee meeting and reconvened in Legislative Session at 7:00 p.m., in Council Chambers, 101 S. George St., York, PA, with the following members present: Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
Members of the Administration in attendance included: Police Chief Wes Kahley and Assistant Solicitor Mark Elion.
 
Members of York City Council staff in attendance included:  Dianna L. Thompson-Mitchell, City Clerk.
 
Pledge of Allegiance: The Pledge of Allegiance was recited. 
 
Approval of Minutes: Council dispensed with the reading of the Minutes of October 2 & 11, 2012 and unanimously approved them as written.
 
Correspondence and Announcements: President Hill-Evans read the following announcement:
 
Special Meeting: Council convened in special session on Monday, October 15, 2012 at 8:00 a.m. in Council Chambers to select and interview candidates to fill one vacancy on Council. Council recessed that meeting and will continue it on October 22, 2012 at 5:00 p.m. in Council Chambers for the purpose of appointing a candidate to fill said vacancy.

Resolution No. 113, Session 2012, (View) A Resolution accepting the recommendations of HARB in issuing a certificate of appropriateness to the Salvation Army for work to be done at 50 E. King St., York College for work to be done at 37 W. Philadelphia St., Angie Rodriguez for work to be done at 376 E. Market St., Jennifer Line for work to be done at 227 W. Market St., and Richard Gribble for work to be done at 228 W. Market St., was introduced by Hill-Evans, read at length, and on motion of Hill-Evans, seconded by Nixon, Resolution No. 113 passed by the following vote: Yeas – Helfrich, Nixon, Nelson, Hill-Evans – 4; Nays – 0.
 
 
FINAL PASSAGE OF BILLS / RESOLUTIONS
 
Final Passage of Bill No. 33, Ordinance No. 33, Session 2012, (View) An Ordinance amending Article 905 “Street Excavations” of the Codified Ordinances to add certain regulations for permittees regarding curb repair and permit and inspection fees, which was introduced by Helfrich at the October 2 meeting of Council and read by short title, came up for final passage. On motion of Helfrich, seconded by Nelson, Bill No. 33, Ordinance No. 33, passed by the following vote: Yeas – Helfrich, Nixon, Nelson, Hill-Evans – 4; Nays – 0.
 
 
NEW BUSINESS
 
Resolution No. 114, Session 2012, (View) A Resolution appointing Paul E. Thorne, Sean P. Haggarty and Donald J. Morgan, Jr., as probationary police officers, was introduced by Nixon, read at length, and on motion of Nixon, seconded by Helfrich, Resolution No. 114 came up for discussion.
 
Chief Kahley took a moment to introduce each candidate.
 
Paul E. Thorne, Sean P. Haggarty and Donald J. Morgan, Jr., each gave a brief background about themselves and said they were looking forward to serving the City of York.
 
Manual Gomez questioned the selection process, which was explained by Chief Kahley.
 
Franklin Williams said he looks forward to the new police officers serving our community.
 
Members of Council congratulated the candidates and welcomed them to the City of York.
 
There being no further discussion, Resolution No. 114 passed by the following vote: Yeas – Helfrich, Nixon, Nelson, Hill-Evans – 4; Nays – 0.
 
 
REQUESTS FOR FUTURE MEETINGS:
 
Special Meeting: Council convened in special session on Monday, October 15, 2012 at 8:00 a.m. in Council Chambers to select and interview candidates to fill one vacancy on Council. Council recessed that meeting and will continue it on October 22, 2012 at 5:00 p.m. in Council Chambers for the purpose of appointing a candidate to fill said vacancy.
 
COUNCIL COMMENT
 
Council President Hill-Evans and Councilman Mike Helfrich announced several events happening around the City of York.
 
ADMINISTRATION COMMENT: None
 
NEXT MEETING: The next regular meeting of City Council is scheduled for November 7, 2012 at 7:00 p.m. (Public Comment commences at 6:30 p.m.) in City Council Chambers, 101 S. George St., York, PA.
 
ADJOURNMENT: There being no further business, the October 16, 2012 meeting of Council adjourned at 7:22 p.m.
