City Council Meeting Minutes

October 15, 2012

 

CALL TO ORDER:  City Council convened in Special Session on October 15, 2012 8:00 a.m. in Council Chambers, 101 S. George St., York, PA, with the following Council members present: Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
Members of the Administration in attendance included: Assistant Solicitor Don Hoyt.
 
Members of York City Council staff in attendance included:  Dianna L. Thompson-Mitchell, City Clerk.
 
Pledge of Allegiance: The Pledge of Allegiance was recited. 
 
NEW BUSINESS
 
President Hill-Evans announced that Council has convened in special session this morning to announce candidates selected from a list of applicants to be interviewed to fill a vacancy in the office of City Council (which term shall expire the first Monday of January 2014).
 
The City Clerk then read the following list of applicants who applied to fill said vacancy:

Michael Rupert
David Satterlee
John Fox
Larry Homsher

Cynthia Martin
Shalini Singh
Dawn Smith
Bryan Tate
Nyzsa Watkins
Franklin Williams
Gayle Woodard

 
Of the applicants listed above, the following applicants were removed from the list for either not being in attendance or ineligible to hold said office: Elizabeth Bupp, Saralyn McClain, Michael Ruppert, and Shalini Singh.
 
President Hill-Evans then asked Council to submit 3 names of candidates they wish to interview through secret ballot and hand to the City Clerk.
 
The City Clerk compiled the list of candidates submitted through secret ballot by Council with the following individuals being selected for the interview phase: Jessica Fieldhouse, Larry Homsher, James Norman, David Satterlee and Bryan Tate. 
 
Each member of Council took a moment to thank all candidates who applied and encouraged them to continue their support and interest in serving the City of York.
 
President Hill-Evans stated that candidates who were not selected may leave at this time if they choose.
 
President Hill-Evans then explained that Council should be prepared to ask two questions of each candidate via two separate rounds of questioning. She said the order for questions will be Hill-Evans, Nixon, Nelson and Helfrich. 
 
At this point, each candidate, in rotating order, was asked one question from each Council member in the first round, followed by a second round of questions.
 
Immediately following the questions-answer phase, President Hill-Evans granted each candidate an opportunity to make final comments.
 
President Hill-Evans then asked each candidate to sign a background investigation release form and submit it to the City Clerk. She said this form will be used to complete a background investigation on each candidate. 
 
Council elected to continue today's meeting to Monday, October 22, 2012 at 5:00 p.m. in Council Chambers to allow for completion of background checks and to finally select a candidate to fill said vacancy. 
 
PUBLIC COMMENT
 
Jeremy Holtzapple thanked candidates for applying and emphasized the need to protect our residents and businesses. 
 
Marie Rohleder stated that she was awed by the number of applicants and stressed the important role Council plays in serving as a vital thread between residents and city government. 
 
CONTINUATION MEETING:  The continuation of today's meeting is set for Monday, October 22, 2012 at 5:00 p.m. in City Council Chambers, 101 S. George St., York, PA.
 
RECESS: There being no further business, the October 15, 2012 meeting of Council recessed at 9:52 a.m.
