City Council Meeting Minutes

April 17, 2012

 

CALL TO ORDER:  City Council convened in a General Committee meeting on April 17, 2012 at 6:30 p.m. in Council Chambers, 101 S. George St., York, PA, to receive general public comment, with the following Council members present: Joanne Borders, Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
GENERAL PUBLIC COMMENT
 
Franklin Williams spoke about the resurfacing of certain streets in the city and asked motorists to slow down.
 
Ethan Britch expressed dissatisfaction with the amount of space handicapped parking takes up as he feels the spaces sometimes extends across property lines.
 
Dean Sprenkle reported properties that he believes are fire hazards and urged the city to hire more fire codes inspectors.
 
There being no further public comment, President Hill-Evans adjourned the General Committee meeting and reconvened in Legislative Session at 7:00 p.m., in Council Chambers, 101 S. George St., York, PA, with the following members present: Joanne Borders, Michael Ray Helfrich, Renee S. Nelson, Henry Hay Nixon, Vice President, and Carol Hill-Evans, President, with President Hill-Evans presiding. 
 
Members of the Administration in attendance included: Jim Gross, Director of Public Works and Captain Russel Tschopp, Police Dept. Also present was Assistant Solicitor Mark Elion.
 
Members of York City Council staff in attendance included:  Dianna L. Thompson, City Clerk.
 
Pledge of Allegiance: The Pledge of Allegiance was recited. 
 
Approval of Minutes: Council dispensed with the reading of the Minutes of April 3, 2012 and unanimously approved them as written.
 
Correspondence and Announcements: Correspondence and announcements were read by President Hill-Evans and Councilpersons Borders and Helfrich.

FINAL PASSAGE OF BILLS / RESOLUTIONS
 
Final Passage of Bill No. 12, Ordinance No. 12, Session 2012, (View) A Bill amending the 2012 budget in the amount of $25,820 for a 2011 Federal JAG award for the purchase of a mobile license plate reading system, which was introduced by Nixon at the April 3, 2012 meeting of Council and read by short title, came up for final passage. On motion of Nixon, seconded by Borders, Bill No. 12, Ordinance No. 12, passed by the following vote: Yeas – Helfrich, Nixon, Borders, Nelson, Hill-Evans – 5; Nays – 0.
 
Final Passage of Bill No. 13, Ordinance No. 13, Session 2012, (View) A Bill amending the 2012 budget in the amount of $680,000 for the Penn Park Improvement Project, which was introduced by Borders at the April 3, 2012 meeting of Council and read by short title, came up for final passage. On motion of Borders, seconded by Helfrich, Bill No. 13, Ordinance No. 13, passed by the following vote: Yeas – Helfrich, Nixon, Borders, Nelson, Hill-Evans – 5; Nays – 0.
 
Final Passage of Bill No. 14, Ordinance No. 14, Session 2012, (View) A Bill approving inclusion of the 2011 ordinances into the York City Codified Ordinances, which was introduced by Hill-Evans at the April 3, 2012 meeting of Council and read by short title, came up for final passage. On motion of Hill-Evans, seconded by Borders, Bill No. 14, Ordinance No. 14, passed by the following vote: Yeas – Helfrich, Nixon, Borders, Nelson, Hill-Evans – 5; Nays – 0.
 
NEW BUSINESS
 
Introduction of Bill No. 15, Session 2012, (View) A Bill amending the 2012 Budget in the amount of $118,000 for the S. Pine St. Streetscape Project, was introduced by Borders, read by short title, and deferred until the May 1, 2012 meeting of Council.
 
Resolution No. 60, Session 2012, (View) A Bill authorizing the execution of documents for the purchase of electricity, was introduced by Borders, read at length, and on motion of Borders, seconded by Nixon, Resolution No. 60 came up for discussion.
 
Director Gross explained that the City of York is working through the PLCM Municipal Utility Alliance (MUA) Electricity Procurement Program. When electricity caps were removed in 2010, municipalities were faced with large increases in electricity costs.  To help reduce costs, PLCM offers a comprehensive Electric Procurement Program through its Municipality Utility Alliance (MUA) that utilizes public advertising, competitive bidding, and cooperative purchasing of electricity to help lower the impact of electricity increases. Director Gross then outlined the fixed pricing being offered and as costs are at an all time low, they intend to go with the individual pricing option. He said this will result in substantial savings to the city of about $400,000. 
 
There being no further discussion, Resolution No. 60 passed by the following vote: Yeas – Helfrich, Nixon, Borders, Nelson, Hill-Evans – 5; Nays – 0.
 
Resolution No. 61, Session 2012, (View) A Resolution authorizing a budget transfer for the Bureau of Housing Services in the 2009, 2010 and 2011 HOME budgets for the George Street Commons project, was introduced by Nelson, read at length, and on motion of Nelson, seconded by Nixon, Resolution No. 61 passed by the following vote: Yeas – Helfrich, Nixon, Borders, Nelson, Hill-Evans – 5; Nays – 0.

COUNCIL COMMENT
 
Councilpersons Helfrich and Borders thanked all who participated in the citywide clean-up and urged residents to help keep our city clean.
