 Controller’s Office

The office of the Controller is an autonomous office of City Government headed by the City Controller, an independently elected official. This office is responsible for the review and approval of all expenditures and obligations of the City.
Duties and Responsibilities of the City Controller’s Office
The City Controller performs the following functions:
·         Performs the internal audit function which requires that all purchase orders, warrants, contracts, and agreements be reviewed for compliances with the Third Class City Code, other state laws, and City of York administrative policies;
·         Assist in all audits conducted by an independent auditors;
·         Issue any subpoenas in order to fulfill the duties and responsibilities of the office of the City Controller;
·         Protect the City of York tax dollars from waste, fraud and abuse.

About Robert F. Lambert

Mr. Lambert is the owner and founder of Global Grain Futures, LLC. The business provides fully automated trading strategies, indicators, and educational workshops for traders and investors in the agricultural and equity Index commodity futures markets.  Mr. Lambert has been studying and developing systems for the commodities futures markets for more than 20 years.

Mr. Lambert is also the President & CEO of the Global Read and Feed Children's Foundation. The non-profit organization combines after-school, weekend and summer science, technology, engineering, and math (STEM) programs, with supplemental nutritious meals to children and youth throughout the country.
Mr. Lambert graduated with an undergraduate degree in Speech Communication with a minor in Philosophy from York College of PA. He has his Masters in Library Science (MLS) from the University of Pittsburgh's School of Library and Information Science, and a Master's degree in Public Policy/Administration from Penn State University where he concentrated his studies in public budgeting, finance and human resources.
In recognition of Mr. Lambert's outstanding work at Penn State University he was inducted into Pi Alpha Alpha, the National Honor Society for Public Administration. Prior to Mr. Lambert completing graduate school, he served his country as a member of the United States Marine Corps for six years.
Mr. Lambert is a dedicated citizen of the community. This dedication has led him to serve as board president of the Crispus Attucks Youthbuild Charter School, as an advisor to the Community Progress Council's Budget and Finance Committee, and as a board member of the American Red Cross.
Mr. Lambert currently serves as Chair of the Nominating Committee for the York Academy Regional Charter School and is a member of Rotary International. Mr. Lambert is a member of the Government Finance Officers Association, a professional association of state and local finance officers dedicated to the sound management of government financial resources.
Mr. Lambert is employed by Martin Library and the York County Library System, facilitating and growing the library system’s strategic business partnerships with schools, for-profit and non-profit institutions. Mr. Lambert began his tenure with Martin Library in 1984 as a teenager under the JTPA (Job Training Partnership Act), while working after-school and during the summer.
Finally, Mr. Lambert is the proud father of two boys, Chemin F. Lambert and Robert F. Lambert, Jr.
He enjoys reading philosophy, behavioral finance, playing chess, and spending time with his granddaughter London S. Lambert.
